Different levels of magic naturally have different magical power, which is undeniable. The ten magic systems are like ten majors. Of course, magic academies have more than just these systems; they are determined by the students' aptitude, resulting in single-system or multi-system programs.
Since there are single-major and multi-major programs, the academy's assessments are naturally very rigorous. If you only know one of the ten majors, you can only study in that major's class. If you know two or more, you'll be in a multi-major class. However, looking at the entire magic academy, there are only ten students in the multi-major classes.
